Loraine Hawkins Governor

Loraine Hawkins joined the Health Foundation as a governor in July 2017.

Loraine Hawkins is an international health systems consultant in health financing, systems and governance, currently working for WHO with the National Health Service of Ukraine. She was Chief Analyst at NHS England from 2014-2016.

Prior to that she was a Senior Visiting Fellow at the King’s Fund and an expert advisor to WHO, the World Bank and UNICEF in a range of countries in Europe, the Middle East, and Asia. She was a Lead Health Specialist for the World Bank from 1998-2006. Much of her work focused on hospital payment systems, hospital and health insurance governance, and the interface between the health system and public expenditure management.

Loraine was a member of the Department of Health’s Strategy Unit in 2001-2002. Earlier in her career she worked for HM Treasury, and for the New Zealand Treasury and Health Ministry. In New Zealand, she led the Secretariat for a Government taskforce on health system reform in the early 1990’s, and managed implementation of the health financing component of these reforms.

She has a Master’s degree in Public Affairs from Princeton University in economics and public policy.
